New carbon pricing proposal: The ESSEX Plan

Recently, a coalition of business, academic, low income and environmental allies — including VNRC — put forward a proposal to dramatically reduce Vermont’s greenhouse gas emissions and accelerate the transition to clean, renewable heating and transportation options.

The proposal, called the ESSEX Plan (an Economy Strengthening Strategic Energy eXchange) would put a gradually rising price on carbon pollution in the heating and transportation sectors and use the dollars raised to slash Vermonters electric bills. Building off Vermont’s unique assets, and providing additional relief to low-income and rural Vermonters, the policy could be a game changer.
